Here's what I'm seeing in my testing (approx 3-4 instances per daily
image):
On instances I deploy with images that are from a daily xenial image
with a serial of 0223.1 or older, I'm seeing normal behavior after 1st
reboot - instance comes back up quickly, I'm able to ssh in and all is
well.
Thank you for taking the time to report this bug and helping to make
Ubuntu better. It seems that your bug report is not filed about a
specific source package though, rather it is just filed against Ubuntu
