Given the age of this bug report, if this issue occurs again or to
others, it'd be better to file a new bug report on it.
Fwiw, the error from the logs was:
x86_64-linux-gnu-gcc: error: unrecognized command line option
‘-fstack-protector-strong’
make: ***
Changed back to confirmed because problem still exists and affects
multiple people.

Encountered same problem. However, as far as I know, no locally built

Thanks Brandon. If locally-built Perl modules are the cause, then this
presumably isn't a bug in the Ubuntu packaging? Setting the Ubuntu task
as Incomplete pending a response.
Jeremy, if you think this bug is something other than Brandon's
suggestion, then please explain and change the bug

Title:

I think this may be caused by having locally-built/upgraded perl
modules.
This can be fixed after the upgrade is over by running CPAN and manually
upgrading your perl modules.
Then do:
apt-get update
apt-get upgrade
and you'll have a finished upgrade to 16.04, including spamassassin.
Complete
