Ah, I'm guessing that's Ubuntu policy. I can understand not making it
possible for a migration from 15.10 since it's EOL so that might be
impossible(!), but I'm guessing theoretically it could be done as an SRU
for a migration from 14.04.5 LTS... I'm guessing there's other things to
work on, but
Wont do any migration fixes for migrations to 16.04 anymore obviously.

Was going to close this because it's been closed upstream (Human is no
longer maintained) but I've changed the title instead - people should've
have to run into this bug.
