The improvements you've identified are on the roadmap for MATE next, in
fact adopting Metacity as a first class component is also up for
discussion.

I'm accepting this because it's no worse than what is there currently,
but spawning the gsettings binary instead of using the API we have in
GLib is really nasty. There are a some ways I can think of to deal with
this:
- Use the g_settings_schema_source_get_default() and look at the returned
