this is a Ubuntu 16.04 System.
Which a while ago correctly installed mysql 5.7.18-0ubuntu0.16.04.1
But now apt sources got changed to downgrade to 5.6 5.6.16-1~exp1 which
is from trusty, and even there not the latest but the release version.
This causes:
