Thanks for taking your time to report this issue and help making Ubuntu better. The string in question seems to be https://translations.launchpad.net/synaptic/main/+pots/synaptic/de/398/+translate, which indeed is lacking a closing b tag. (It also seems to be part in uppercase for some reason).
