I've got a similar problem with thunderbird and firefox. There is a
black border when opening and resizing the frames.

Olivier - very reliable - has happened over the last few days - possibly
due to the updated graphics stack that has dropped in 18.04?
The window under the panel I think is a vertical resolution issue - does
chromium open in a fixed sized initial window?
Only chromium is affected - no other apps
Just tested in a VM with the latest 18.04 budgie ISO, and I can't
observe the problem. I can't get chromium to open with its window
partially underneath the panel.
Can you reliably reproduce the issue, or was this a one-off?
If so, is this happening with other applications?
