I have no use for Bluetooth, and disable it in 20.04.1 by removing these
packages via Synaptic:
bluez
bluez-cups
bluez-obexd
gnome-bluetooth
pulseaudio-module-bluetooth

Similar happens in Linux Mint 19 system with no Bluetooth devices.
In Settings/Bluetooth, I have no Bluetooth devices and all settings are set to
"off".
In output of journalctl, I see this while booting:
