This bug appears to be corrected in Ubuntu hardy OpenOffice.org
1:2.4.0~rc2-1ubuntu3 so I am marking it as Fix Released. If after
upgrading you continue to have problems with this issue then feel free
to reopen the bug.

I can reproduce this bug using the OOs 2.3.0 packages provided by
Ubuntu, but I *cannot* reproduce it with the latest OOo 2.3.1 packages
downloaded from www.openoffice.org.
So either this bug *is* Ubuntu-specific, or it's been fixed in 2.3.1.
Another workaround, then, is to install the latest OOo
A workaround exists: select a chart by double-clicking on it, and then
choose 'Insert - Title...' from the menu bar. In the resulting dialog
window you can edit the chart's title, subtitle, and annotations of all
axes.

Confirmed here. It's also impossible to edit the description of any
axis. A very annoying bug, changing the main title or a description of
an axis can only be done by recreating the chart all over.
