@Steve: your interdiff looks huge and is hard to read, all files are removed and then readded -- did you pass -p1? Could you please update your interdiff with interdiff -z -p1 old- version.diff.gz new-version.diff.gz new-version.interdiff? Or you can debdiff | filterdiff -i '*/debian/*' etc.
