snapd does not build on powerpc in xenial anymore because we have no
golang-1.10 for powerpc. In the past we talked about this and agreed
that its ok to not support powerpc on our side in the package (we also
have no core snap for powerpc so nothing really changes if we don't
update the package).
@vorlon: AFAICT the opposite is true - the 2.38 update fixes the
autopkgtest issues but 2.37.4 (the current version in -updates) fails.
With the promotion of 2.38 things will be green again.
