I am facing the same issue with ThinkPad-T495 5.3.0-26-generic (ubuntu
18.04). I have seen a subtle nuance to the issue. I can successfully
boot every time I am powered on. But this issue only occurs when I am on
battery.

I'm using ThinkPad T495 with Ryzen 3700U, on Ubuntu Eoan 19.10.

Using Thinkpad T495s with Ryzen 3500U, on Ubuntu Budgie 18.04.
After upgrading to Kernel 5.3, I ran into black screen at login and
general system instability, and lots of "failed to write reg ... wait

Kernel 5.2.3 fails to fully boot on Lenovo
FWIW, I seem to have the same problem after upgrading to Xubuntu 19.10
RC from ubuntu 19.04 today (Kernel 5.3.0), using a Thinkpad X395 (AMD
Ryzen 5 PRO 3500U APU). The system seems to boot fine up to the login
screen, but after login, the screen goes blank and the system apparently
freezes.
