Test procedure:
1. install a focal, upgrade the whole os, on the target machine.
2. turned on proposed.
3. sudo ubuntu-deriver install
It does install the bootstrap meta (oem-somerville-beric-icl-meta
20.04~ubuntu1) automatically.
Given it install new source list, then get the index from new
