Yes fractional scaling is a "construction site" in that it's still an experimental feature. Only Ubuntu exposes the GUI to enable it. Everyone else has to: gsettings set org.gnome.mutter experimental-features ... As for this bug, it's probably, usually, caused by some part of the detected

Also this reminds me of bug 1922540 whereby USB-C connection glitches cause the list of available modes to sometimes change, which in turn makes the system think a different monitor is connected, which means it won't recognise it as the same monitor with the same remembered settings as before. --
