The issue is... FIXED!!!
Running Karmic/KDE 4.3.0, scim 1.4.9.
This is AWESOME. Thank you!!!
Now I can input French with dead keys in all applications without having to
type through scim. I'm sure this will make multilingual support in KDE (maybe
others as well? I'm not sure if gnome/xfce/other w
Am I correct to assume the issue is fixed now?

It seems that katapult does not work with the static event flow. Please do the
following:
1. vi (or your favourite text editor) ~/.scim/config
2. find the line /FrontEnd/X11/Dynamic = false
3. change "false" to "true" (without the quotation marks)
4. save the file
5. make it read-only: chmod -w ~/
