It is unwise to assume the user will study command-line arguments of Wubi. I don't know was you were smoking, but in 2010 64-bit version still causes problems, and Wubi tries to install it even on system with 2 GB RAM, for some reason. So please reconsider, and finally fix it providing the

Wubi installs by default 64-bit Ubuntu if the processor can support it. It was decided that the 64 bit version of Ubuntu is mature enough and often there are workarounds for the few packages that do not ship 64bit binaries. It is possible to install the 32-bit version of Ubuntu by launching wubi
