The problem lies in contradictory policies in the file
/etc/dbus-1/system.d/hal.conf -- the deny's don't agree with the allow's
and shouldn't be there. Unfortunately, after fixing the problem, I
haven't been able to retrieve the original hal.conf to cite the error
more specifically.

This is the same package, slightly different error codes in my system. This is
what I tried after synaptic failed to install the upgrade, the error messages
are the same.
$ sudo apt-get install hal
Reading package lists... Done
Building dependency tree
Reading state information... Done
I restarted into single-user mode, dpkg --configure -a, then restarted
again and things were fine.
