eearl, thank you for taking the time to report this bug and helping to make
Ubuntu better. Please execute the following command only once, as it will
automatically gather debugging information, in a terminal:
apport-collect 270185
When reporting bugs in the future please use apport by using
some wisdom I found elsewhere:

| "man sane-find-scanner" suggests that if sane-find-scanner sees a scanner
| but scanimage does not, it means you do not have the right sane backend
| installed.

You received this bug
I'm also affected by this bug:
Epson Perfection 3490 Photo
as regular user (member of scanner group):
$ sane-find-scanner
[...]
could not open USB device 0x1d6b/0x0002 at 010:001: Access denied (insufficient
permissions)
found USB scanner (vendor=0x04b8 [EPSON], product=0x0122 [EPSON Scanner])
Sorry, I've finally found the issue on my system: /etc/sane.d/snapscan.conf had
the wrong permissions. (But that's my fault, not Ubuntu's!)
Running SANE_DEBUG_SNAPSCAN=128 scanimage -L put me on the right track.
(configuration file not found)
Please ignore my previous comment.

To manage
This is a work-around for the scanner permissions bug.
$ lsb_release -a

Description:Ubuntu 8.04.1

According to http://www.sane-project.org/cgi-
bin/driver.pl?manu=model=bus=anyv=04b8p=0130 , your scanner is
supported by the epkowa backend, which is not part of the sane-backends
package, but of libsane-extras. Do you have the latter package
installed?
