The user-mode-linux package in Debian does not build on Ubuntu since we
carry a lot of extra weight in our kernel packages.

application that depend on it setting up uml fail with unmet
dependencies. As I see it, we either take the UML packages from debian
or else we'd need to come up with another solution to have UML

Looking at debian's user-mode-linux in unstable, it seems to provide
/usr/bin/linux.uml. I think this is used to start the user-mode-linux
system. According to the Debian package's page: This package contains
the kernel itself, as an executable program, and the associated kernel
modules.
