PROPER() takes a text input and gives a text output. It appears you are
just trying to use it incorrectly. Or is it documented to do something
else somewhere?

I install from the .deb on OO.org website. For some reason the repo
version gives me a couple problems (poor desktop integration and doesn't
give me the new menu that OOo3 has which I like). So I'm using version:
3.0.0 from the website (says OO300M9)
It's weird because when I do the Proper() of
