I got this error message as well during a manual upgrade (apt-get dist-
upgrade) of an U10/Sparc64 from 8.10 to 9.04.

The error is in /etc/dbus-1/system.conf. Removing the offending
syslog/ line results in a clean install. Moving the syslog/ line to
the bottom of the file outside the busconfig enclosures also allows it
to start. At least without a reboot, I see no syslog messages in either
circumstance.
