issue.dpkg -s python-launchpad-bugs gives me (before fixing):

I upgraded from 8.10 today and can confirm the problem on two different
installations, one qemu machine, one desktop pc.

Indeed it seems that python-launchpad-bugs package wasn't configured at
that time. Any idea why? Can you reproduce the situation? If so, it
smells like a python-central bug.

I don't have any idea why. All I can say is that I have a fairly clean
8.10 installation which I upgraded to Jaunty. In other words, the bug
didn't arise under unusual circumstances. I watched the full upgrade
process (but not the dist-upgrade process) and didn't notice any errors.
Reproducing
This eliminates the error message:
