I have found the same problem happens with Ubuntu's 2.6.28-13-generic.
The output from my machine is identical to Gary Hasson's.
I have tested a few mainline kernels:
linux-image-2.6.27-02062725-generic_2.6.27-02062725_i386 since it's the latest
of the 2.6.27 series, the Ubuntu version of which
Dell Inspiron 2650 hangs during boot of Ubuntu 9.04. This happens the same way
whether booting from the Live Desktop CD, or from an already working copy of
9.04 on the hard drive. (That is, the hard drive was removed from the 2650,
installed on another type of computer, then 9.04 was installed
Additionally, I'd be interested if this issue also occurs with the
upstream mainline kernel. Care to give it a test as well? Refer to

trying the 2.6.20-rc8 kernel as of this posting. If this fails to boot
with the upstream

Is this still an issue for you? If so, can you boot with the 'quiet'
and 'splash' options removed and take a digital photo of how far your
system is able to make it through the boot sequence? To remove the
options temporarilyt, press 'Escape' key at the 3 second pause by Grub
