Even after going into KDE4's system settings and removing the printer named in
the never-ending popup (and turning on the 'show printers from other hosts'
option to reinstate the printer without needing the 'local printer with ipp://
url') the popup is still flashing away !
Restarting the cups
Can you also do a full update on your Karmic system? We have done fixes
in CUPS (1.4.1-5ubuntu2) which could solve your problem.

The server is running kubuntu hardy. ( kde3 ). ( cups 1.3.7-1ubuntu3.3 )

Your server's cupsd.conf looks like an old cupsd.conf of CUPS 1.1.x. Can
you run the following shell commands:
sudo cp /etc/cups/cupsd.conf /etc/cups/cupsd.conf.orig
sudo /etc/init.d/cups stop (OR /etc/init.d/cupsys stop)
sudo cp /etc/cups/cupsd.conf.default /etc/cups/cupsd.conf
sudo

I have this problem also, but my printer applet is not unresponsive. I can
delete the job from it.
The cups error log at the print server shows the following:
