The dictd package comments say that both dict-gcide dict-wn should be also
installed, but are simply suggested; so check your installation about these
two packages.
As that report is about a no more maintained distro, you should report (via
ubuntu-bug) a new raring bug with all the apport
In the current version of raring the problem is still there and now
results in a warning that dictd might stop working after installing
this package which it doesn't seem to do, though.
