i think this is very wrong.
if someone has new info or better info for bug report then he should be allowed
to report this info couse in man page all iS CORRECT - if u have new info give
to help make bug triaged

-apport-collect collects the same information as apport-bug, but

them from sending follow-up information to bugs that are not theirs.
You can always file a *new* bug report for an issue, and let a developer
