When performing ls -al /etc/dh* you're actually listing the contents
of /etc/dhcp3.
The file you're looking for is located at /etc/dhcp3/dhclient.conf.
I assume this bug may be closed.

Checking with different kernels:
Installed 10.04 in a VMWare session. No additional packages installed,
just a plain English install in a VMWare Server session.
1. Bare install: Kernel 2.6.32-21-generic. Problem still exists
2. Updated to kernel provided by Update Manager: Kernel
