The same problem here:
Ubuntu 12.04 - can transfer files from computer to phone via bluetooth, but
cant from phone to computer; neither can I browse the phone from the computer.
When I choose browse device, the phone is not displayed.

I see a similar error/bug. I have been unable to receive via bluetooth
on my desktop. Thought this could be due to dependencies or
modifications from the past (I have managed to upgrade my desktop all
the way from breezy) so spent sometime purging and reinstalling all
bluetooth related packages.
