No, it's not just in Kmess... this is happening with all notifications.
If there's a system upgrade, for example. I get the same thing with ALL
notifications in KDE.

Do all notifications appearing in windows have buttons or are there some
appearing without any buttons?
When changing the volume with the volume keys or when the computer connects to
a network, do notifications popup, or do they appear windows?

I am on Linux Mint 9 GNOME edition 64 bit. and I installed kubuntu-desktop from
the software manager.
Its pretty much all notifications except sound and network.
Its odd though, after restarting it stopped happening. Then after
another restart it started happening again..

Thank you for taking the time to report the bug.
The windows do appear as a fallback solutions for notifications that
should have buttons for actions. The new notification system does not
support actions on the notifications. The bug is therefor in KMess,
which does not follow the notification
