You probably want to reassign this to POSIX instead, which is what
defines EEXISTS. or you could reassign it to the kernel and argue
that it shouldn't be using POSIX error codes, but either way you'll hit
a brick wall just as you do when blaming this on iproute which just
tells it like the

That's fine if ifupdown isn't at fault, but instead of closing this, we

AFAICT it isn't ifupdown's fault, all ifupdown is doing is running "ip
addr add" which will indeed get a "File exists" from the kernel if the
IP already exists as can be seen here:
root@castiana:~# ip addr add dev wlan0 10.155.2.159/21
