On vt8 you get the console output of daemons etc that are started on
boot, so that's why there is this gap. You can change the first VT for
example from gdm configuration.

the problem is still there in feisty. It can be reproduced.
Before (I think in Edgy) I could switch sessions with ALTF7 and ALTF8
now F8 is not longer associated with a X-Session the second session
starting with ALTF9. Starting with this Function-Key-Gap the problem

Can you please report if this still occurs with Feisty or newer Ubuntu? Also,
please attach your /etc/X11/xorg.conf and /var/log/Xorg.0.log files, and the
output from lspci -vv.
