Same problem not necessarily mean same root, the reported issue was during the
first stage of developement of Natty, and it was fixed in alpha1 release.
Actually I cannot reproduce this issue, with or without compiz, using just one
monitor, so I think that this is an issue in Xorg,

I get the exact same set of windows listed there where the plugins are not
getting attached to the panel.

This problem started happening for me on Natty and it was working fine on
Maverick. I am using the Ubuntu Classical Desktop rather than unity. My setup
is as follows two ATI video cards connected to three monitors.

I can reproduce it on 20101222.
Clicking on guest i don't have the time to logout that system create and boot
the new session without panel.
Rebooting i have guest entry in login menu
