well, that page discusses the problem that a users manually installs
pcscd from source to wrong (from ubuntu packaging POV) directories:
The problem
By default pcsc-lite install its files in /usr/local but this path can be
changed using the --prefix= argument. The standard way to install a
Ludovic, not being able to launch a smartcard-authenticated network
connection until /usr is mounted is unacceptable, because /usr itself
could easily be on a network share. As such, the only acceptable
solution is to install everything in /lib and /sbin by standard.

Would a solution where we 1) configure the build to install its binaries
to /lib and 2) put a symbolic link from /usr/lib, but otherwise keep the
Debian package as-is satisfy everyone?

Yes, unless Debian moved this to /lib without mentioning it in the
changelog, this needs to be a merge not a sync. (I haven't looked at
the other changes.)

Thank you for the information about Ludovic Rousseau's perspective.
Unfortunately, using a symbolic link from /lib to /usr/lib is a non-
solution, just as expecting card support to simply not work without /usr
first being mounted is.
