Hi,
This isn't how library packaging works in Debian/Ubuntu. The soname
is encoded in the package name so that a package can depend on the ABI it
needs.
A package that needs to build against gnutls Build-Depends on the -dev
package and then picks up the correct library package using the shlibs.

Just close this bug. My report is over 13 months old.
It must have been another package depending on libgnutls which is not
installed any more on the system in question.
