I have resolved this problem and it is not a part of compiz/gnome, window
decorations etc...
The problem was in the Ambiance Revolution theme, which has explicitly set
title_vertical_pad to 0. Since it is as issue with the Ambiance Revolution
theme which is not an official theme in Ubuntu i

The effect stays the same if i use the Ubuntu classic (ps shows compiz
running) or Ubuntu classic (no effects) (ps shows metacity). So i guess it is
not related with these two packages.

After searching some more info about this bug i can provide more info:
The title bar of maximized windows is actually not disappearing but in fact
rendering off-screen. When i have desktop wall enabled and i maximize a window
