Because this only affects a very few of the kdelibs5-dev rdepends and
it's not worth the extra build time to add it for all packages that use
kdelib5-dev (this is the Debian qt-kde team view) and it's not worth
carrying a diff in Ubuntu for. svuorela is the Debian qt-kde team
person to talk to if
Debian Maintainers disagree over making kdelibs5-dev depend on
libX11-dev since it's only a 'cornercase' header file that you normally
not would use for writing KDE applications.

This looks like a bug in kde4libs to me, not in plasma-widget-menubar;
why doesn't kdelibs5-dev have a dependency on libx11-dev, if its headers
include X11/Xlib.h?
