The version mentioned in the upstream report is available in the Precise
repositories.
It would help us a lot if you could test that version and let us know whether
it indeed solves the problem, or not.

swi-prolog-sgml is marked as being deprecated in favor of swi-prolog-
nox. This would indeed be the case if swi-prolog-nox was 5.10.4-3, as in
http://packages.debian.org/sid/swi-prolog-nox. However, the version in
the repository is 5.10.4-1.1, as in http://packages.ubuntu.com/oneiric
/swi-prolog-no
Some more investigations on that - swi-prolog-semweb should be dependent
on swi-prolog-sgml, which has the rdf.pl library. However, the latter is
not in the Ubuntu repository for some reason. It is available in Debian
Lenny: http://packages.debian.org/lenny/swi-prolog-sgml
