If it's built in, why efibootmgr doesn't work?

Examining both the Oneiric 11.10 and Precise 12.04 kernel configs,
CONFIG_EFI_VARS is built into the kernel for each of those releases:
config.common.ubuntu:1536:CONFIG_EFI_VARS=y
This was built in due to Bug 837332 as debian-installer relies on having
access to efivars when installing in EFI

It looks like the module efivars is no longer built in the kernel on
Ubuntu 11.10 and 12.04 (both are amd64 versions).

I tried running apport-collect, but it constantly hangs and never
finishes anything.
