I intend to re-test this weekend, in the hopes of reproducing this bug.
(Currently, in the middle of bug fixing something else for which I need
the machine). I will updating this bug then with my results.

After upgrade from Lucid (completely clean, just-formatted install from
newest iso - 10.04.4) to Precise (of 20120224 - filed bug next day):
No kernel was 'running' because Lucid's kernel (2.6.32-38-generic its
complement recovery) was the only kernel available to select to boot
from grub but

Non-pae kernel fails to install on upgrade from Lucid
To manage notifications
12.04 is the last release that will support non-PAE. The default (and
boot) kernel for 12.04 32 bit is now the PAE kernel, so there is no easy
way to install a non-PAE kernel. We are only providing an upgrade path
from prior releases.
