I see this in 12.10 with apport 2.6.1-0ubuntu1. When an app crashes,
apport-gtk puts up a dialog titled, Unable to start web browser with a
message like Unable to start web browser to open
https://bugs.launchpad.net/ubuntu/..;
Despite the dialog, the browser does open and displays the bug
Status changed to 'Confirmed' because the bug affects multiple users.
