I have spent some time with this bug my solution was to remove cups-pdf, then create a directory ~/PDF. I then reinstalled cups-pdf and was able to print to pdf first time. I didn't have to change permissions on /usr/lib/cups/backend/cups-pdf or ~/PDF this time. it just worked. Hope this helps.
