A syntax error is inside one of the keymap files.
In this case it is inside the '/usr/share/X11/xkb/symbols/by' file:
TLDE { [ Cyrillic_io, Cyrillic_IO apostrophe, asciitilde ] };)
There is no comma between 'Cyrillic_IO' and 'apostrophe'. It was made by
