I can also confirm that changing zoom level
A quick workaround I've just come up with: install the Default Zoom Level
extension, and set the default zoom to 101%.
This way, the zoom is barely noticeable, and the bug is gone...

I have figured out that /sys/devices/system/cpu/cpu0/cpufreq is showing
me the value 270. After this I have made a look in the BIOS again:
- Processor Speed is 2700 MHz
- Processor Maximum Frequency is 3200 MHz
- AMD Turbo Core is activated
