The manpage for apt.conf doesn't mention any parameters (such as the
package names) that can passed to the DPkg::Post-Invoke hook.
If someone can find a clean way to do it, I think it's a good idea.

This is a very annoying bug that hits me very often. It's also the
source of yet another place to configure the proxy server.
My usual work around is trying to patch all executions of apt-key and
friends to use --keyserver-options http-proxy=$http_proxy.
It might be possible to patch
If I parse the libvirt code right, then nodeinfo would get its data from
parsing /sys/devices/system/node/... (potentially falling back to
/sys/device/system/cpu/...). I do not see right away any debug data
added but there should be some error messages if libvirt thinks
something went wrong.
I've filled a bug for lx-qt, since this also happens in SMPlayer.

I was experiencing the same problem in Ubuntu 14.04.
I assume the problem was related to the /lib64/ld-linux-x86-64.so.2
symlink as described above.
As a workardound to avoid booting into live-cd I just replaced the link
with ln -sf:
ln -sf /lib/x86_64-linux-gnu/ld-2.17.so
I think this is a good strategy. Thanks for acting on this so quickly :)
Maybe you can just replace the whole locale file?
