I just recently had the same problem. I solved the problem by removing
kodi-data particularly, however doing "apt-get autoremove" removed the
kodi-data after I removed kodi and kodi-bin versions 15.2 then I was
able to install the latest version 17.4 with out that error occuring.

I've found a regression [1]in Poppler 17.10 (worked fine in 17.04) that
getting this in main would solve. I'm still not parsing exactly why
this has regressed, but building with openjpeg2 support did fix it.

yep, having up to 3 seconds worth of stale system data is too much time.
Also, I think the builtins can just validate themselves - for example
the kmod builtin can trivially call kmod_validate_resource(ctx) every
time it's asked to load a module, and I think the other builtins that
implement

16.04(.0) I have verified that bcmwl-kernel-source is not involved.

I think the problem only exists for unencrypted filenames that would
previously pass (by default or) by passing the ecryptfs_passthrough
option.
Unencrypted filenames work as expected on kernels <=4.4, but are
inaccessable and listed as in kernels >=4.8.

Well as stated, a simple fix to /etc/environment was all I needed to do,
and now it works, along with other QT apps run as sudo (like how
partitionmanager acts when run from the menu) that were seemingly
missing icons and themes.
