So here's the fix for 17.10. Now Synaptic backend should work.
I've removed the part of debdiff with modifications to po/apturl.pot
file as it's not relevant to the issue.

The attachment "Debdiff with the fix for Artful" seems to be a debdiff.
The ubuntu-sponsors team has been subscribed to the bug report so that
they can review and hopefully sponsor the debdiff. If the attachment
isn't a patch, please remove the "patch" flag from the attachment,
remove the "patch"

Same here. The printer feature is OK after the driver install. The
scanner feature works on a 16.04 system, also works on a 17.04 upgraded
from 16.04, but it fails on a fresh install of 17.04. Any help
appreciated :-)

icons for hplip-gui and dropbox are very small

I recently upgraded in 17.10 after not upgrading for a while and see
that application indicators are now in the upper right instead of in a
drawer in the lower left. This is nice, but the icons for hplip-gui and
dropbox are very small. Attached is a screenshot demonstrating
Chatting with Martin it seems that an upload to xenial-updates has
broken the logic since the test in network-manager's postinst script is
now out out date.

A test kernel with patches to enable tcm-crb is available for testing
in https://launchpad.net/~centriq-team/+archive/ubuntu/lp1716033-tpm/
This kernel has patches to enable tcm-crb for ARM64.
Could you please test this kernel and post test results here? Once we
get positive test
