I tested this proposed pkg and confirmed it is working fine.
For testing, I just did steps on [Test case] section.
1. juju deploy xenial.bundle
2. create network & subnet
3. juju config nova-cloud-controller console-access-protocol=novnc
4. create instance
5. refreshing every 5 seconds
FYI, the touchpad is working on login screen after booting, but it only
works for 5 seconds. After that it doesn't work.

I also did some testing and the only case that won't work without either
the hook, or using the IP_FREEBIND socket option, is when ListenAddress
is set to an IP that doesn't exist yet. Meaning, sshd won't listen on
that IP when it comes up.

language) in "Additional Layout Options", after that I can't
During installation I can disable networking in the top bar, and than re-enable
network.This way the installation goes well.
