To reproduce:
Drag an application item on to the panel to create a launcher.
Right click the launcher and open properties.
Change the icon to the circular whisker menu icon.
Result:
The icon will be rendered at a different size to the whisker menu icon.
On closer inspection it turns out that the icon is being drawn at the
right size. It looks funny because the wrong variant has been selected:
light icon on a light panel. status notifier does not seem to be able to
select the correct variant.

OK On further investigation, I have confirmed a lot of key-facts (1 of 2

e2fsprogs 1.44.0-1 backports to xenial with no difficulty whatsoever,
passes "make fullcheck" and works in every way I can tell, lots of
resizing and checking and use within gparted, etc, all (apparently)
HOWEVER, Trusty e2fsprogs backporting situation actually seems to be that, some
change between 1.43.3-1~bpo8+1 and 1.43.4-2 is where the
trusty-incompatibility has accrued, 1.43.9-2 does NOT build on trusty! :-

With greybird everything is reversed. The Application
menu/launcher/directory icons fill the panel, but the whisker menu icon
is smaller. No clipping that I can see.

Adwaita has some aggressive padding in xfce4-panel. There was a update
in whisker fairly recently that forced the icon padding to 0. There's
probably some leftover patches in Greybird that also adjust this
padding.

For item 2, Intel now* documents what CPU family and stepping(s) are
covered by each "Intel Processor Microcode" data file bundle. However,
it would be better just point to the authoritative location, rather than
engaging in lots of copy-pasta (yes pun) from the upstream
Lubuntu Bionic 20180317 still has this issue.
