I tried to reproduce this a couple of days ago with a current daily in
order to debug it, and couldn't; furthermore, some developers who'd
previously been able to reproduce this bug reported that it was now
working fine for them. This is somewhat unsatisfactory since we don't
know exactly what
I've built netplan.io locally with this PR and it resolves the issue. We see
we're passing the 100 value through into networkd, and it gets the ms suffix.
Then in the journal, after the bond has been started, it is ready right away.
