The issue was someone else when using the computer thought the EFI
partition would be a good place to write a file, and completely filled
it. So there was no way to create /boot/efi/EFI/ubuntu .
Once I deleted the garbage everything was fine. That was so off, I'm not

debugging, I can see that the late command that's supposed to send the
"netboot_off" operation is not being sent.
This could be because curtin failed but we are lacking logs to determine
this.

architectures of the libxkbcommon-dev at the same time. On Ubuntu 16.04
and 18.04 apt-get says that they are in conflict.
